About Saad Paracha

Saad PARACHA, is working as Programs Officer with the Asian Development Bank’s (ADB’s) Pakistan Resident Mission. He provides technical expertise and operational support for country programming work and participates in policy dialogue with the federal and provincial governments on strategic issues and overall portfolio. His earlier position with the same organization was that of Project Officer (Gender & Governance). In that capacity he ensured that ADB’s gender policies were adhered to in its country operations. He also designed and managed projects focusing on public sector reform including public financial management, local governance and allied governance and service delivery aspects. Before joining ADB, in his role of Governance Specialist with USAID/Pakistan, he was involved in developing and managing programming for strengthening the role of national and provincial parliaments, improving civil-military relations, reforming electoral processes and political parties, addressing the particular human rights issues faced by women in his country, and improving the ability of local governments to deliver critical services to their constituents. Prior to this he worked in various capacities with the Government of Pakistan on policy formulation and their implementation in the areas of development cooperation, external resource mobilization and program management in social and governance sectors.

He has been selected Chevening Fellow by UK’s Foreign & Commonwealth Office, International Policy Fellow by the Open Society Institute and Summer Democracy and Development Fellow by the Stanford University. He holds M.A. in Public Administration from Pakistan and Post-graduate Diploma in Development Studies from Japan.

His areas of interest include public sector management and policy reform including economic policy and private sector development, governance and democratization including decentralization and local economic development, electoral processes, parliamentary strengthening, media, civil society, and political party development, anti-corruption, access to justice, gender & development. His key skills include aid management, program management and coordination, partnership development, sector assessments, project identification, design and management, monitoring and evaluation, capacity building and training, applied policy research, communication and outreach
